{"id":5394,"title":"AlgoRail in Greece: Self-referred research on automation","link":"https:\/\/www.reframetech.de\/en\/2020\/08\/26\/algorail-in-greece-self-referred-research-on-automation\/","date":"08\/26\/2020","date_unix":1598424309,"date_modified_unix":1649923716,"date_iso":"2020-08-26T06:45:09+00:00","content":"<p><em>Even though Greek researchers rank first in winning Horizon 2020 grants in the field of security, resulting applications are seldomly found. At the eighth stop of our AlgoRail through Europe, Nikolas Leontopoulos reports how European research funding is often used to keep companies competitive rather than building solutions tailored to end-users needs.<\/em><\/p>\n<p>The 80-billion-euro fund Horizon 2020 is \u201c<a href=\"https:\/\/ec.europa.eu\/programmes\/horizon2020\/en\/what-horizon-2020\" target=\"_blank\" aria-label=\"Opens in a new tab\"  target=\"_blank\" rel=\"noopener noreferrer\"><strong>the biggest EU Research and Innovation programme ever<\/strong><\/a>\u201d according to the European Commission. \u00a0Almost all Horizon 2020 consortia consist of a coalition of research centers, large and small companies, and public bodies, which the European Commission calls \u201cend users\u201d.<\/p>\n<p>Greece is only the 9th-largest EU country by population, but Greek researchers rank first in winning Horizon 2020 grants in the field of security, according to data from\u00a0<a href=\"https:\/\/webgate.ec.europa.eu\/dashboard\/sense\/app\/93297a69-09fd-4ef5-889f-b83c4e21d33e\/sheet\/a879124b-bfc3-493f-93a9-34f0e7fba124\/state\/analysis\" target=\"_blank\" aria-label=\"Opens in a new tab\"  target=\"_blank\" rel=\"noopener noreferrer\"><strong>Horizon 2020\u2019s dashboard<\/strong><\/a>.\u00a0Greek organizations were part of several Horizon 2020 projects that developed automated decision-making systems. Thessaloniki\u2019s CERTH is part of\u00a0<a href=\"https:\/\/www.anita-project.eu\/\" target=\"_blank\" aria-label=\"Opens in a new tab\"  target=\"_blank\" rel=\"noopener noreferrer\"><strong>Anita<\/strong><\/a>, a program to spot criminals active in online marketplaces, and of\u00a0<a href=\"https:\/\/tensor-project.eu\/\" target=\"_blank\" aria-label=\"Opens in a new tab\"  target=\"_blank\" rel=\"noopener noreferrer\"><strong>Tensor<\/strong><\/a>, which aims at \u201cretrieving and analyzing heterogeneous online content for terrorist activity recognition.\u201d Kemea received half a million euros to develop\u00a0<a href=\"https:\/\/foldout.eu\/\" target=\"_blank\" aria-label=\"Opens in a new tab\"  target=\"_blank\" rel=\"noopener noreferrer\"><strong>Foldout<\/strong><\/a>, a project where <span tabindex='0' class='glossary-item-container'>machine learning<span class='glossary-item-hidden-content'><span class='glossary-item-header'>Machine Learning<\/span> <span class='glossary-item-description'>Ein Teilbereich der<strong> KI, bei dem Systeme aus Daten lernen und sich verbessern, ohne explizit programmiert<\/strong> zu werden.<\/span><\/span><\/span> shall be put to use to detect asylum-seekers when they enter the EU overland. There are many more.<\/p>\n<p>Despite a flurry of research projects where Greek research institutions or end-users play a major role, very little evidence of automation could be found in Greece. If Greece is such a prolific producer of AI research, why does it have so little to show for it?<\/p>\n<p><strong>Not more that meets the AI<\/strong><\/p>\n<p>We challenged various stakeholders of the Greek research ecosystem, from research centers to end-users, to provide examples of Horizon 2020 research projects that were transformed into products or have been applied in real life. Almost all our interlocutors had little or nothing to say.<\/p>\n<p>Only one official from the ministry of Maritime Affairs, one of Horizon 2020\u2019s main end-users, did point to one emblematic \u2018success-story\u2019 involving AI: \u201cOptinet\u201d, which was funded by the European Commission\u2019s regional development fund.\u00a0 Optinet is \u201can innovative tool to optimize the network of coastal navigation\u201d according to Athina Foka, the head of the EU Structural Funds service at the ministry. But Optinet started in 2018 and is scheduled to be delivered in 2021. Currently, it does not even have a website, and it is unclear what parts of the project involve automated decision-making.<\/p>\n<p><strong>No blue skies in Greece<\/strong><\/p>\n<p>One Greek researcher, who asked to be identified only as \u201cArtemis\u201d and who has worked on several Horizon 2020 projects, says: \u201cThis is not\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Blue_skies_research\" target=\"_blank\" aria-label=\"Opens in a new tab\"  target=\"_blank\" rel=\"noopener noreferrer\"><strong>\u2018blue skies\u2019 research<\/strong><\/a>\u00a0[research projects with no implementation goals]; this is supposed to be applied science.\u00a0Projects are funded in order to lead to products or platforms, to serve real-life needs.\u201d The\u00a0<a href=\"https:\/\/ec.europa.eu\/programmes\/horizon2020\/en\/what-horizon-2020\" target=\"_blank\" aria-label=\"Opens in a new tab\"  target=\"_blank\" rel=\"noopener noreferrer\"><strong>official motto<\/strong><\/a> of Horizon 2020 is: \u201cTaking great ideas from the lab to the market\u201d. Even the European Commission acknowledged this shortcoming. In the \u201cinterim evaluation\u201d of the Horizon 2020 programme, among the \u201c<a href=\"https:\/\/ec.europa.eu\/info\/sites\/info\/files\/research_and_innovation\/strategy_on_research_and_innovation\/presentations\/horizon_europe_en_investing_to_shape_our_future.pdf\" target=\"_blank\" aria-label=\"Opens in a new tab\"  target=\"_blank\" rel=\"noopener noreferrer\"><strong>lessons learned<\/strong><\/a>\u201d was the need for more \u201cimpact\u201d and \u201cbreakthrough innovation\u201d.<\/p>\n<p>If Horizon 2020 does not lead to impact or breakthrough innovation, then where is the added value?<\/p>\n<p>Mr Vardoulias, a researcher at the American College of Greece, lays out its implicit rationale: \u201cSince direct funding of companies is prohibited in the EU, the alternative was to find an indirect way to provide funding for the companies so that they remain competitive on a global scale. The US and China support their companies, so the EU should do the same. This is a very competitive process and funds are very limited. But it can provide both an initial boost for start-ups and an incentive for innovation for larger companies.\u201d<\/p>\n<p><strong>Greece\u2019s research on life support<\/strong><\/p>\n<p>The benefits are even more critical for a country such as Greece. Since 2010, hundreds of thousands of highly-educated graduates have emigrated. Mr Vardoulias points out that \u201cduring the crisis years, one of the only imports of capital was via the research programmes. They still fulfill an existential need for university graduates active in AI research, which is extremely difficult in a country with very limited industry.\u201d<\/p>\n<p>Research programs are not without flaws, says Mr Vardoulias.\u00a0\u201cThe research projects\u2019 mantra is innovation. But calls are not always compatible with reality, with what is needed and what is feasible. In some cases, this along with the fierce competition leads the applicants to promise far-fetched things. Proposals that sound cool may get promoted at the expense of others that may be better fit for the reality imposed by budget and time constraints.\u201d<\/p>\n<h3><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-5410\" src=\"https:\/\/www.reframetech.de\/wp-content\/uploads\/sites\/23\/2020\/08\/TwitterKacheln_AlgoTrail_GR_EN.jpg\" alt=\"\" width=\"1280\" height=\"720\" srcset=\"https:\/\/www.reframetech.de\/wp-content\/uploads\/sites\/23\/2020\/08\/TwitterKacheln_AlgoTrail_GR_EN.jpg 1280w, https:\/\/www.reframetech.de\/wp-content\/uploads\/sites\/23\/2020\/08\/TwitterKacheln_AlgoTrail_GR_EN-768x432.jpg 768w, https:\/\/www.reframetech.de\/wp-content\/uploads\/sites\/23\/2020\/08\/TwitterKacheln_AlgoTrail_GR_EN-600x338.jpg 600w, https:\/\/www.reframetech.de\/wp-content\/uploads\/sites\/23\/2020\/08\/TwitterKacheln_AlgoTrail_GR_EN-780x439.jpg 780w\" sizes=\"auto, (max-width: 1280px) 100vw, 1280px\" \/><\/h3>\n<p><strong>Short life spans<\/strong><\/p>\n<p>Mr Kyriazanos, a leading research for Greece\u2019s top research organization, NCSR Demokritos, says: \u201cAt the end of each project, there will be some tangible results that could be placed on track for commercialisation. However, if there are no national grants, support or calls to assist the researcher, they will move on to ensure funding for the next project. If there are no favorable conditions for the \u2018next logical step\u2019 in innovation, results either remain on a low maturity prototype or worse: they are shelved. This means lots of lost opportunities.\u201d<\/p>\n<p><strong>\u201cResearchers should get out of their labs\u201d<\/strong><\/p>\n<p>One of the main end-users of Horizon 2020 projects is the Greek Coast Guard. Ms Foka, of the ministry of Maritime Affairs, overviews the European research projects. She is critical of the work done by research centers, and not just in Greece. \u201cResearchers should get out of their labs and see the real needs. If the deliverable is not tailored on the needs of the end-user, then nobody\u2019s going to use it.\u201d<\/p>\n<p>Mr Artemis says: \u201cThe sad reality is that behind a significant proportion of Horizon 2020 projects on AI, there is nothing but hot air. The acronyms are cool, the wording too but what\u2019s really cool is the lifestyle! European research institutions and companies are in for the money. As for individuals, both in the research institutions and the end-users, it\u2019s about a lifestyle of free travel, food and socializing around Europe.
